I contend that God is never silent.
As you said, God is often telling us to wait.
But that is not all He says while we are waiting.
He declares to us who He is.
If we are listening to Him, we will worship and praise Him and share the knowledge of Him with others.
A worthwhile endeavor while waiting.
If God seems silent, it may be because we are listening for OUR answer, not His.
